ETAPAS is an NGO (non-governmental organization) created in 1982 with headquarters in Recife, PE, Brazil and acting throughout the metropolitan area.

Mission

its misson is to contribute to improving the quality of living of those sectors of society that have been historically excluded. This is achieved through defending civil rights and strengthening the active participation of the citizenry. Gender and ethnic equality is the foudantion of its principles.

Programs

Program 1: Social Action Preparation and Work Training
Goals:
Contribute to social, economic and community development of grassroots sectors toward social.
Strategic Actions:
  • Preparation and training for Young People;
  • Preparation and training for Social Agents;
  • Support to Grassroots Economy;
Program 2: Democratization of Local Administration and Development
Goals:
Intervene in the debate on urban development by offering consulting and strengthening urban reform proposals, encouraging grassroots participation and co-administration in Metropolitan Recife.
Strategic Actions:
  • Strengthen Grassroots Participation through intervention in Special Social Interest policies and the Participation Budget;
  • Articulate interventions together with other institutions in the Local Integrated Sustainable Development Project - DELIS;
Program 3: Social Control of Public Administration
Goals:
Produce information on the performance of the parliamentary action in Recife as well as on the budgetary execution of the Special Social Interest policies and the Participatory Budget, in partnerships with the other institutions toward social control of public administration.
Strategic Actions:
  • Accompaniment of Parliamentary Action;
  • Accompaniment of budgetary execution;
Instruments

Studies and Research
Elaboration of fact-finding studies and participative research the add to the discussion and implementation of urban public policies, as well as support to local actions.

Communication
Elaboration of visual, informative instruments accessible ti specific target publics and in common language.

Training and Preparation
Orientation on urban Public Policies, Channels of Participation, Community Organization, Work & Income, Civil and Human Rights.
